Debate scenario: the resolution is “The United States should substantially reform its transportation infrastructure.” Your opponent lays out a 1AC which makes the case for privatizing interstate highways. In essence, changing highways into toll roads. You think there are several disadvantages to this proposal, but you also think that this case isn’t topical because of a topicality position you prepared. Unfortunately, the stock issues are out of order. Place the topicality position in the following order: 1. counter-definition, 2. violation, 3. standard, 4. impact
- My definition of infrastructure is preferable because it keeps the debate focused on the essence of the resolution, namely the fiscal and environment impacts of large public works projects. The alternative definition avoids this debate entirely and instead chooses to focus on tired economic theories.
- Changing the administration or ownership (e.g. privitizing roads or the post office) may lead to infrastructural changes, but it is not itself a reform of a physical, permanent structure. In other words, the affirmative is arguing for a reform of domestic transportation administration, not domestic transportation infrastructure.
- The opposition considers the definition of transportation infrastructure to be the physical, permanent structures that create the underlying foundation for our national transportation system. This includes, but is not limited to roads, rail, air and sea ports, bridges, and even sewage.
- This issue is important because the affirmative must prove infrastructure reform is a good idea, but has only argued that administrative reform is a good idea. Without a case that is on topic, the affirmative can never hope to win this debate, and you should vote for the opposition.
